New Council Member for ECTEL

Castries, Saint Lucia. August 8, 2016– Minster for Economic Development, Housing Urban Renewal, Transport and Civil Aviation Hon. Guy Joseph, is the new representative for Saint Lucia on the Council of Ministers of the Eastern Caribbean Telecommunications Authority (ECTEL).

Mr. Joseph has been appointed the Minister with responsibility for telecommunications in the government of Saint Lucia, and in accordance with the Treaty establishing ECTEL, Mr. Joseph is the new member of Council. He replaces Dr. James Fletcher who represented Saint Lucia on the Council from November 2011 to May 2016.

Mr. Joseph has oversight of the National Telecommunications Regulatory Commissions and is responsible for the appointment of Commissioners. According to the provisions of the Telecommunications Act of Saint Lucia, the Minister is empowered to grant licences and authorizations for the establishment of networks and the delivery of telecommunications services upon receipt of a recommendation from ECTEL.

The ECTEL Council of Ministers is mandated to provide overall policy direction for the development of the telecommunications sector in the ECTEL Member States and approve the budget and work plan for ECTEL.

ECTEL was established by Treaty in May 2000 and signatories are the government of Commonwealth of Dominica, Grenada, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines.
