Ms. Garrick is a retired Detective Inspector of Police of the Jamaica Constabulary Force, and brings 37-years of experience to the local police force where she will serve as a lead investigator on matters of sexual offences. She will be assigned to the Special Victims Unit (SVU).
Mr. Pinnock is also a retired officer of the Jamaica Constabulary Force where he last served as a Senior Superintendent. With 42 years of experience in crime scene investigations, Mr. Pinnock will serve as lead investigator and consultant on investigations involving major crimes.
The two former senior officers of the Jamaica Constabulary Force come to the Royal St. Christopher and Nevis Police Force at the request of Assistant Commissioner of Police with responsibility for the Crime Directorate, Mr. Andre Mitchell, who identified that there was an urgent need to strengthen the investigative capabilities and other critical areas within the police force.
“I have said on many occasions that we need persons to assist in investigations, especially as it relates to cold cases, so I am very happy that both of you have answered the invitation to come here,” ACP Mitchell said, while welcoming Ms. Garrick and Mr. Pinnock to St. Kitts and Nevis.
Their appointment follows an extensive and transparent recruitment and interviewing process. The interview panel comprised of the National Security Adviser, Major General Stewart Saunders; Permanent Secretary in the Ministry of National Security, Mr. Osmond Petty; Commissioner of Police, Mr. Ian Queeley; Deputy Commissioner of Police, Hilroy Brandy; ACP Mitchell and Force Personnel Officer Clifford Govia.
“I have had discussions with both of you and I am confident that both of you would add utility to the process of investigation,” ACP Mitchell added, noting that the police force has tackled a number of cold cases “but we believe with your presence here you would assist us tremendously in bringing resolutions to more of these cases and to bring closure to a lot of the families who require closure to these cases, so I am confident given your experience, given your knowledge you will add value to the process.”
Commissioner Queeley commended the two experienced law enforcement officers for making the difficult decision of leaving their families and their homeland to assist in the crime fighting efforts in St. Kitts and Nevis.
The commissioner said, “We are very happy that you would have answered the call. We look forward to working with you so that we could become more effective and efficient at what we do and we would hope that the results would be enhanced by your participation in the police force on a whole.”
Over her thirty-seven year career, Ms. Garrick has gathered extensive knowledge and experience in various fields of law enforcement including completing courses on investigation of sexual offences and child abuse, narcotics investigation and Drug Law Enforcement (Commanders) courses, as well as completing overseas training in and intelligence gathering in the United States of America, Panama and Costa Rica.
Mr. Pinnock, who has received thirteen commendations and a Medal of Honour for Meritorious Service in 2014, has also gained years of experience from his participation in a number of training courses in the areas of narcotic interdiction, crime scene search, scene of crime investigation, counter terrorism training and major case management.
