Basseterre, Saint Kitts – 4th April 2025 – Following his participation in the AFRI-Caribbean Investment Summit (AACIS 25), the Hon. Samal Duggins, Minister of Sports, Agriculture, Fisheries and Marine Resources, Small Business, Entrepreneurship, Cooperatives, and the Creative Economy, has announced a historic Memorandum of Understanding (MOU) between the Government of Saint Kitts and Nevis and the Warri Kingdom of Nigeria. 

This strategic partnership marks a significant step in strengthening cultural, economic, and social collaboration between Africa and the Caribbean. The agreement reflects the shared vision of both regions to promote youth and women empowerment, creative industries, economic growth, and environmental sustainability.

“The signing of this MOU is a testament to our unwavering commitment to fostering development, cultural exchange, and business opportunities between our nations,” said Minister Duggins. “By building stronger connections across the diaspora, we are creating new avenues for trade, investment, and creative innovation that will benefit generations to come.” 

Key Areas of Collaboration 

The MOU establishes frameworks for cooperation in several critical areas, including: 

• Cultural Exchange & Creative Economy – Implementing bilateral programs in arts, music, film, and digital content production. 

• Leadership & Capacity Development – Launching leadership academies, mentorship programs, and professional training initiatives. 

• Education & Innovation – Supporting scholarships, STEAM education, and technology incubators. 

• Trade & Investment – Establishing an Africa-Caribbean Creative Trade Corridor and strengthening business partnerships. 

• Tourism & Diaspora Engagement – Promoting heritage tourism and fostering deeper cultural ties. 

• Environmental Sustainability – Advancing climate action initiatives and conservation programs. 

The signing of this MOU underscores Saint Kitts and Nevis’ commitment to strengthening its global partnerships, particularly with African nations, as part of a broader effort to enhance economic resilience, cultural identity, and international cooperation.
