SAINT KITTS AND NEVIS ACHIEVES ANOTHER FIRST IN BORDER SECURITY

September 02, 2025 – The Department of Immigration of Saint Kitts and Nevis is proud to announce a historic milestone in regional border security and travel intelligence: the nation is now the first country in CARICOM and the wider Caribbean region to officially receive Passenger Name Record (PNR) data from international carriers.

PNR data provides granular insights into passenger itineraries, enabling our officers to make informed decisions while upholding the principles of privacy, transparency, and lawful processing.

This achievement marks a transformative leap in our national security architecture and underscores our commitment to modernising border management through data-driven, globally aligned best practices. The integration of PNR data—complementing our existing Advance Passenger Information (API) systems—enhances our ability to conduct pre-arrival risk assessments, detect irregular travel patterns, and strengthen interagency coordination.

This capability places Saint Kitts and Nevis at the forefront of regional efforts to align with International Civil Aviation Organisation (ICAO) Annex 9 and UN Security Council Resolution 2396, which call for the responsible use of passenger data in counterterrorism and transnational crime prevention.

This milestone is not only a testament to our national security strategic vision and technical readiness—it also reflects the Government’s unwavering commitment to building a secure, citizen-centric, and globally respected immigration system.

“This advancement is in line with our vision, which reflects the department’s strategic focus on digital transformation, interagency collaboration and positions Saint Kitts and Nevis as a regional leader in travel intelligence and border innovation. We continue to lead, not by size, but by foresight, integrity, and action,” noted Acting Chief Immigration Officer, Sheldon Jeffers.

“We extend our gratitude to our international partners, airline stakeholders, and regional collaborators who have supported this initiative. Saint Kitts and Nevis continues to lead with purpose, innovation, and integrity,” Mr Jeffers added.
