Basseterre, Saint Kitts & Nevis, Monday October 20, 2025 – The Government of the Federation of Saint Kitts and Nevis is delighted to announce that Senator the Honourable Garth Lucien Wilkin, Attorney General (AG) and Minister of Justice and Legal Affairs, has been formally invited by the newly inaugurated President of the Caribbean Court of Justice (CCJ) to deliver a Keynote Address at the 8th Biennial Conference of the CCJ Academy for Law, which will be held from 26 – 28 November, 2025, in Port of Spain, Trinidad and Tobago. This year’s theme is “The CCJ at 20: Reflections on Caribbean Jurisprudence.”
On Sunday, July 06, 2025, the Honourable, Mr. Justice Winston Anderson, was sworn in as the fourth President of the CCJ in Montego Bay, Jamaica. As the CCJ marks two decades of service to the Region, this conference presents a timely opportunity for Caribbean legal stakeholders to reflect on past successes and chart the way forward.
Attorney General Wilkin will address the gathering on “The Criminal Justice Reform Journey in Saint Kitts and Nevis” at the Opening Day’s Keynote session (26 November 2025). According to the official programme of the Conference, his presentation — alongside distinguished regional jurists and practitioners — will consider critical issues such as case-management, modern trial procedures and harnessing technology for the efficient delivery of justice. AG Wilkin will also chair a panel discussing the structured role of other stakeholders in developing Caribbean jurisprudence.
Since the implementation of innovative criminal justice reform measures over the past three years, the Federation has seen a drastic reduction in major crimes and greater efficiencies in its justice system. This invitation is therefore a strong recognition of the Federation’s active leadership in regional justice reform, and of Attorney General Wilkin’s own contribution. In February 2024 he was appointed to serve on the CCJ-established Monitoring, Evaluation & Facilitation Committee, a region-wide platform tasked with assessing the implementation of key justice-reform initiatives, including those set out in the Needham’s Point Declaration.
His role on that Committee enabled Saint Kitts & Nevis to help shape and benchmark the reform agenda in the Caribbean and demonstrates our Federation’s commitment to delivering tangible improvements in access, efficiency and fairness in our justice system.
