Basseterre, Saint Kitts, October 20, 2025 (MOA):

The Ministry of Agriculture reminds all farmers and livestock owners that allowing your animals to roam at large is against the law.

You are legally required to keep your animals securely fenced or tethered on approved land to prevent them from straying onto public roads or private property. 

Why This Matters 

· Roaming animals (cattle, sheep, goats, pigs, and horses) pose serious safety riskson roads. 

· They have caused accidents, injuries, and damage to crops, fruit trees, water systems and damage to property. 

What You Must Do 

· Regularly inspect and repair fences and tethering materials. 

· Ensure fences are strong, tall enough to prevent jumping, and low enough to prevent crawling under. 

· Keep gates securely always closed. 

· Immediately capture your animals 

Penalties for Non-Compliance 

· Roaming animals may be impounded by the Veterinary Services Division in collaboration with the Police and Defense Force. 

· In some cases, animals may be lawfully destroyed by authorized persons. 

· Impounded animals will be released only after payment of all fees as stated in the Public Pound Act, CAP. 9.22. 

· Animals held for more than 3 days without payment will be forfeited and disposed of according to the law. 

· Persons affected by animal trespass may take legal action for damages. 

Act Now! 

Farmers are urged to take corrective action immediately to avoid unpleasant situations or loss of livestock. 

All owners are given one (1) month to get their animals under control as failure to do so will result in their animals being taken.
