The Monetary Council, Board, Executive, Management and Staff of the Eastern Caribbean
Central Bank (ECCB) extend our heartfelt condolences to the Government and people of St Kitts
and Nevis on the passing of Sir Samuel Weymouth Tapley Seaton, GCMG, CVO, KC, JP, LLD,
former Governor-General of St Kitts and Nevis.

Sir Tapley is credited as being one of the architects of St Kitts and Nevis’ Constitution.

Sir Tapley served as Attorney General (AG) of St Kitts and Nevis from 1980 to 1995, earning the
distinction of becoming the youngest AG in the Commonwealth upon assuming the post of AG
prior to Independence, as well as the first Attorney General of an Independent Federation of St
Kitts and Nevis from 19 September, 1983.

After demitting office, Sir Tapley served for a time as a member of the legislative drafting team
at the ECCB, helping to develop important legislation such as the Securities Act 2000, Securities
Regulations and Amendments to the Aliens Landholding Legislation in ECCB member
countries.

On 1 September, 2015, Sir Tapley was appointed Governor-General of Saint Christopher and
Nevis. In 2018, when the ECCB hosted the 12 th Intra-Regional Central Bank Games, he
graciously consented for Government House to be the venue for the Opening Ceremony on 29
March 2018.

An iconic and influential figure in the regional legislative tapestry, Sir Tapley was a legal
luminary, historian and statesman who made an indelible mark on Caribbean civilization
through his public service. His civic contributions were impactful and wide ranging including as
Past President of the Rotary Club of St Kitts, the St Kitts and Nevis Bar Association and the
OECS Bar Association and the University of the West Indies, most recently, as Patron of the
UWI Global Giving Programme in St. Kitts and Nevis.

Our thoughts and prayers are with all those who mourn the passing of Sir Samuel Weymouth
Tapley Seaton, GCMG, CVO, KC, JP, LLD, particularly his dear sister, Marguerite Foreman,

family, friends and loved ones. May we all find solace in knowing that his renowned legacy will
be forever etched in the annals of history. Indeed, may his memory be a perpetual blessing.
