In light of the recent issue relating to the sale of unwholesome poultry meat originating from Brazil and the active involvement of some of the Brazilian public sanitary inspectors in this matter, the Government of St Kitts and Nevis has re-doubled its efforts to enforce existing import requirements for chicken meat products originating from Brazil. Therefore importers are asked to take note of the following conditions for the importation of chicken meat products from Brazil into the Federation of St. Kitts and Nevis:

1.A risk assessment (to be conducted every 3 years and may include a site visit) of each establishment/plant

a) the plant where the poultry was slaughtered is approved as an exporting facility and complies with all the   health and sanitation requirements of the relevant Legal Authority of Brazil;

b) the chicken meat products come from chicken which have not been vaccinated for avian influenza.

c) meat products are sourced from broiler flocks demonstrated to be free from infection with infectious bursal disease virus (IBD) and are not vaccinated with live IBD vaccines,

d) chicken meat products are derived from broiler birds only, rather than culled breeders or layers, and giblets are not included as part of the meat;

e) a Hazard Analysis Critical Control Point (HACCP) food safety system is in place at all points in slaughter and processing and ensures the final product is free of Salmonella enteritidis and Salmonella typhimurium. HACCP compliance certification is also required;

f) the product(s) are not treated with and do not contain prohibited preservatives or colouring matter injurious to health; the product(s) are not treated with and do not contain prohibited preservatives or colouring matter injurious to health;

g) the product(s) are not treated with and do not contain prohibited preservatives or colouring matter injurious to health;

h) that the product packaging preserves wholesomeness;

2. An international export certificate of wholesomeness from Brazil with the following ;

a)  a description of the product, quantity and lot number of the product(s), country of origin, the name of the consignor and type of establishment (slaughtering plant or wharehouse), address and approval number of the exporting establishment, plant or establishment number on the product, container and seal number(s), destination and name and address of consignee;

b)  attestation certifying that the meat product(s) was derived from chicken which passed ante- mortem and post-mortem inspection procedures and was certified to be fit for human consumption;

c) attestation certifying that Poultry have been kept in an establishment since they were hatched or for the past 21 days and in which there has been no evidence of new castle or avian influenza disease or other infectious or contagious poultry diseases in the past 21 days;

Importers are urged to contact the Department of Agriculture in St. Kitts (467-2110) and Nevis (469-5521) for further details pertaining to execution of the risk assessment as only poultry plants/establishments that have been assessed with favorable results will be re-instated or instated as a trading partner with St. Kitts and Nevis.
The above measures are recommended to protect the sanitary safety of human and animal health in the Federation. Below are the poultry plants for BRF/Sadia and JBS/Seara that have been assessed and were found to be incompliance with the above conditions;
