The Human Resource Management Department on behalf of the Ministry of Social Development and Gender Affairs wishes to invite suitably qualified persons to fill the position of Deputy Director at the National Counselling Center.

The successful candidate will be responsible for providing assistance to the Director in ensuring the daily management of the department. The Deputy shall provide support services in the area of management of staff, supervision of staff, budget preparation, policy development, and any other support necessary for the running of the Center and shall assume the supervisory role in the absence of the Director. The Deputy Director shall assume responsibility for maintaining a client roster and shall provide support in the development of clinical programmes, and all other prevention and intervention services for which the Center is responsible.

Duties and Responsibilities:

  • Provide any/all clinical services that fall under the responsibility of the Center, including family and individual intervention, intervention for special populations (e.g., teen substance users); crisis management and CISM intervention.
  • Conduct the necessary screening and assessment activities necessary in client intake.
  • Doing clinical assessments as necessary.
  • Writing and submitting psychological reports as needed by partner agencies.
  • Conduct supervisory meetings with junior counseling staff.
  • Assist in the development of training programmes, staff development programmes, and psycho-social support programmes as necessary.
  • To supervise interns/trainees, where necessary, for assessment of clinical competencies. To provide support and provide management (when necessary) of administrative activities, such as staff meetings and staff debriefing sessions, and performance reviews.
  • Provide support and assistance for administrative and other managerial functions, including preparation of budget, and programme planning for the department.
  • Provide consultation with the Director on all matters involving the effective functioning of the department and perform all/any duties deemed necessary by the director.
  • Take part in any interview panel in the hiring process for staff at the National Counselling Centre.
  • Submit monthly reports to the Director.
  • Attend meetings, workshops and provide feedback to inform planning and decision-making of the Unit and the Ministry.
  • Take part in ongoing training opportunities, specifically in evidenced-based training, for enhancement of clinical skills.
  • Participate in the Emergency Management responsibilities of the Ministry.

Minimum Qualifications and Experience:

  • A master’s degree in clinical studies or any other related clinical field is required.
  • Minimum of two years experience in management/supervision and policy development and advocacy around social protection and inclusion matters.
  • Experience in the field of social protection and inclusion.
  • Proven experience in establishing collaborative partnerships with local organizations, government, and communities.

Knowledge & Skills:

In addition to the requirements above, the post holder must have the following skills:
In-depth knowledge of the work, together with a thorough understanding of the concepts and practices related to social protection and inclusion with a particular focus on vulnerable populations such as the indigent, poor, children, the disabled, seniors, women and the mentally ill.
Program design, professional writing and proposal writing skills.
Knowledge of strategies to address social protection and inclusion matters.
Knowledge in impact measurement and M&E systems.
Presentation, process facilitation, negotiating, influencing skills.
Ability to multi-task and work within tight timelines.
Knowledge of institutional mandates, policies and guidelines related to social and communal issues.
Demonstrates professional competence and mastery of subject matter.
Networking and strategic partnerships.
Excellent customer service skills.
Interpersonal skills, soft skills, and the aptitude to coordinate efforts among diverse groups.
Ability to demonstrate a positive personal attitude and work ethic.
Ability to work independently, take initiative in the best interest of the Department and carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.

Salary: K 33-38/39-41 ($4,945 – $6,078 p/month) ($6,639 to $6,941 p/month)
