(United Nations, New York, February 19, 2025) – Mrs. Lecia Phipps, Third Secretary and First Committee Expert at the Permanent Mission of St. Kitts and Nevis to the UN has successfully completed The University of Readings Cyber Law International’s Executive Course in International Law Applicable in Cyberspace.

Throughout the course, Third Secretary Phipps gained valuable insights into the principles of international law, including jurisdictions, sovereignty, and human rights, as they apply to the digital realm. She also explored the various international treaties and agreements that govern cybercrime, cybersecurity, and data protection.

Mrs. Phipps said that the training will sharpen her skills as a First Committee Expert at the United Nations. The First Committee is one of six key committees at the UN. It deals with disarmament, global challenges and threats to peace that affect the international community and seeks out solutions to the challenges in the international security regime. It considers all disarmament and international security matters within the scope of the UN Charter or relating to the powers and functions of any other organ of the United Nations.

Additionally, she informed that it is her intent to use the knowledge gained in this dynamic and emerging field for benefit of the Government and people of St. Kitts and Nevis.

Mrs. Phipps expressed sincerest gratitude to the Permanent Mission of St. Kitts and Nevis to the UN, and the Government of Saint Kitts and Nevis. She also conveyed her appreciation for the Permanent Mission of Canada to the UN, and the Canadian Government for awarding her the scholarship to facilitate her studies.

Third Secretary Phipps also thanked H.E. Dr. Mutryce Williams, Permanent Representative of St. Kitts and Nevis to the UN, for her commitment to promoting education and professional development.

Mrs. Phipps’ training aligns with Prime Minister Dr. Terrance Drew’s vision, his digital empowerment thrust for a stronger, safer and more resilient society. It also aligns with Prime Minister Drew’s most recent transformative programme, the Cyber Security Training Initiative, Cyber Nations Program 2025.
