Job Tite: GIS Technician
Reports to: Assistant Engineer (Planning)
Position Summary
The GIS Technician at the Water Services Department (WSD) is responsible for managing, analyzing, and maintaining geospatial data to support water distribution, asset management, and planning. The role involves working closely with engineers, field teams, and other departments to ensure accurate mapping of infrastructure and effective decision-making using Geographic Information Systems (GIS).
Key Responsibilities:
1. GIS Data Management & Analysis
- Maintain and update GIS databases related to water supply infrastructure, including pipelines, reservoirs, pumping stations, wells, and meters.
- Collect, process, and analyze spatial data to support water system planning and maintenance.
- Perform spatial analysis and generate reports to assist in decision-making.
2. Mapping & Visualization
- Create high-quality maps for internal use, public presentations, and project reports.
- Develop thematic maps showing service coverage, leak detection zones, and infrastructure vulnerabilities.
- Ensure GIS layers are updated with as-built infrastructure data from field surveys.
3. Field Data Collection & Integration
- Assist in field data collection using GPS devices and mobile GIS applications.
- Work with field teams to verify asset locations and update system records.
- Integrate collected data into the central GIS database for accuracy.
4. Infrastructure & Asset Management Support
- Use GIS to track water system assets, their condition, and maintenance history.
- Support asset management initiatives by identifying infrastructure age, risk areas, and service performance.
- Provide GIS data to aid in the scheduling of repairs, replacements, and expansions.
5. GIS System Administration & Support
- Ensure GIS software, data, and tools are functioning properly and updated regularly.
- Assist in troubleshooting GIS-related issues and provide technical support to staff.
- Collaborate with the Department of Physical Planning and other stakeholders to share GIS datasets.
6. Reporting & Compliance
- Generate GIS-based reports for regulatory compliance and management review.
- Support environmental impact assessments and water resource management projects.
- Provide mapping and data analysis for grant applications and feasibility studies.
Qualifications & Experience:
- Education: Associate’s degree in GIS, Geography, Environmental Science, or a related field.
- Experience: Minimum 1-3 years of experience working with GIS in water utilities, public works, or environmental management.
- Technical Skills:
- Proficiency in ArcGIS or other GIS software (QGIS, AutoCAD Map 3D, etc.).
- Knowledge of GPS field data collection methods.
- Experience with spatial analysis, database management, and georeferencing.
- Familiarity with hydraulic modeling and water infrastructure mapping is an advantage.
- Soft Skills: Strong analytical skills, problem-solving abilities, and attention to detail.
- Other Requirements: Ability to work both independently and collaboratively with engineering teams, field crews, and external agencies.
