The Department of Environment (DoE) in the Ministry of Agriculture, Marine Resources,
Cooperatives, Human Settlements and Environment wishes to recruit a suitably qualified
responsible individual to fill the position of Administration Assistant for the implementation of St.
Kitts and Nevis’ Third National Communication (TNC) to the United Nations Framework
Convention on Climate Change (UNFCCC) and its First Biennial Update Report (BUR1) to
the UNFCCC.
Background
An Administrative Assistant is required to assist in the smooth implementation of the projects
mentioned above. The TNC and the BUR1 will facilitate the collection of information including
the national inventory of anthropogenic emissions, actions taken to mitigate emission of
greenhouse gases (GHG) and actions to adapt to the adverse impacts of climate change and other
relevant information.
An Administrative Assistant will provide assistance to the National Project Coordinator to
facilitate smooth implementation of the projects. Her/his involvement in previous activities under
Climate Change is a major precondition. The ability to work with a wide variety of people from
governments, agencies, non-governmental organizations, and research institutions is essential. The
post requires one who will work on a full-time basis.
Duties
To assist the National Project Coordinator (NPC) in managing the project activities.
Assist the NPC in allocation and re-allocation of the project funds and in controlling the project
expenditures. Assist the NPC in preparing a work plan
Assist the NPC in preparing the quarterly progress report, financial statement and expenditure
statements in line with the UN Environment budget code
Facilitate the process of recruitment of the project personnel (draft terms of reference and
vacancy announcement, arrangement of interview, maintenance of roster of national
consultants, preparation of recruitment package, etc.)
Provide substantial support to the project workshops and trainings. Attend, whenever possible,
regional and international trainings relevant to climate change.
Perform other project-related duties as requested by National Project Coordinator.
Ensure proper accountability of funds
Execute the work of book keeping
Advise on the proper utilization of funds and sign on the accuracy of the expenditures
Qualifications
A university degree in economics/accounting or environmental management
Relevant experience in a field related to climate change
Work experience with international organizations
Knowledge of computers and word processing
Terms of Engagement and Duty Station
The position is valid for 3 years and he/she will be housed at the Department of Environment
