Subject: Request for Proposals – Website, Social Media & Branding for the Attorney-General’s  Office & Ministry of Justice and Legal Affairs 

We are pleased to announce a public competition to design the new website, social media pages and  branding for the Attorney-General’s Office (“AGO”) & Departments within the Ministry of Justice and  Legal Affairs (“MJLA”) of the Government of St Kitts and Nevis. This competition presents a unique  opportunity for talented individuals to showcase their creativity and contribute to the online presence  of the AGO and MJLA. 

PROJECT OVERVIEW 

The purpose of this project is to develop a modern and user-friendly Legal.gov.kn website to be  hosted by the Ministry of ICT with associated social media pages and branding. The website will serve  as an information hub for the Attorney-General’s Office, the Ministry of Justice & Legal Affairs, the  Access to Justice Authority, the Land Registry, the High Court Registry, the Magistrate’s Court  Registry, the Law Commission, and the Director of Public Prosecution’s Office. 

COMPETITION GUIDELINES 

Eligibility 

The competition is open to citizens or residents of St Kitts and Nevis. 

Submissions 

Interested Creatives are to submit— 

1. Proposed designs of the Legal.gov.kn website, including viewable links to sections dedicated as  information hubs for the Attorney-General’s Office, the Ministry of Justice & Legal Affairs, the  Access to Justice Authority, the Land Registry, the High Court Registry, the Magistrate’s Court  Registry, the Law Commission, and the Director of Public Prosecution’s Office. 

2. Proposed branding designs (logos, letterheads, etc.) for the Attorney-General’s Office, the Ministry  of Justice & Legal Affairs, the Access to Justice Authority, the Magistrate’s Court Registry, and the  Director of Public Prosecution’s Office. 

3. Proposed cost and timeline to fully develop and deliver the Legal.gov.kn website, related  YouTube, Instagram, Facebook, and X social media pages, and branding designs. 

4. Proposed annual cost to maintain the structure, design, and any website enhancements required  by the MJLA, given that the access, permissions, and rights to any third-party themes or plugins  used in the development of the website will be registered by the developer. 

5. Details about previous website, social media pages, and branding projects and/or references.

ATTORNEY-GENERAL’S OFFICE & MINISTRY OF JUSTICE AND LEGAL AFFAIRS GOVERNMENT OF SAINT CHRISTOPHER & NEVIS 

Website & Social Media Account Development 

Design and development of the Legal.gov.kn website: a user-friendly interface allowing updates to be administered by MJLA officials. Sections dedicated as information hubs for the Attorney-General’s  Office, the Ministry of Justice & Legal Affairs, the Access to Justice Authority, the Land Registry, the  High Court Registry, the Magistrate’s Court Registry, the Law Commission, and the Director of Public  Prosecution’s Office. Integration of multimedia elements to enhance user engagement. Creation of  related YouTube, Instagram, Facebook and X social media pages for seamless coordinated  dissemination of information. Training of Ministry of ICT officials to administer the website and  MJLA officials to maintain social media pages. There must be an administration account set up by the  developer to provide full access to the website to Government officials. 

Branding 

Design distinctive logos, letterheads, etc., for the Attorney-General’s Office, the Ministry of Justice &  Legal Affairs, the Access to Justice Authority, the Magistrate’s Court Registry, and the Director of  Public Prosecution’s Office. 

Further Information 

The developer will be required to comply with the web development standards and protocols that are  set forth by the Department of Technology (“DOT”). Security plugins should be embedded to ensure  ongoing security is maintained to safeguard the integrity of the content on the website. Analytics  should be embedded to ensure the Ministry can obtain statistics and reports on website traffic and  access to content. The DOT will assist in the provision and maintenance of the SSL Certificate for the  domain (legal.gov.kn) and provide website hosting using its AWS Cloud hosting service. Interested  individuals may request further information about the respective offices and departments, including  existing branding, by emailing shamarra.richards@gov.kn. 

Submission Deadline 

All design proposals and proof of citizenship or lawful residency must be submitted electronically to  attorneygeneral@gov.kn no later than Wednesday, January 31, 2024, at 11:59 PM (Eastern  Caribbean Time). 

Evaluation Criteria 

A panel of judges of experts in website design, branding, and Ministry officials, will evaluate the  submissions based on the following criteria: 

1. Technical expertise and experience in website development and branding design. 2. Understanding of the project requirements and objectives. 

3. Proposed timeline and deliverables. 

4. Cost of services. 

Intellectual Property 

The selected Website Development & Graphic Design Professionals or other Creatives must grant the  Government of St Kitts and Nevis the exclusive right to use, modify, and reproduce the submitted designs and branding. 

We encourage all eligible individuals with a passion for website design and branding to participate in  this exciting competition. The winning Website Development & Graphic Design Professionals or other Creatives will be granted a contract to provide the services referenced herein. Your vision could  become an integral part of the online presence of the AGO and MJLA and the enhancement of our  digital presence.
