Description of Post: |
Duties and Responsibilities • Coordinate programme planning and development for the components of the Whole of Government Technology Strategy assigned by the Chief Digital Transformation Officer • Interface with Programme or Policy Managers and Directors in other Service areas, as well as with Heads of Departments to drive agile decision-making. • Work with other service area leaders to identify priorities, minimize duplicative work, remove barriers to progress, and accelerate stronger integration across business units and functions in accordance with the Whole of Government Technology Strategy • Collaborate with service and department leaders to design embed common portfolio governance processes, tools and reporting requirements. • Design, embed and maintain programme specific governance processes and artifacts. • Review and refine existing programme governance and controls. • Support the development of programme financials and metrics. • Manage programme plans, dependencies, risk and issues, and coordinate corrective actions. • Identify maturity gaps and provide best practice coaching/ training across the programme. • Take ownership of the stakeholder engagement plan • Track the status, risks, issues, plans, financials and dependencies of Whole of Government Technology Strategy programmes and drive quality assurance. • Take ownership of reporting, communications and updates to leaders and partners • Support the development of overall transformation business case and support specific initiative business cases. • Act as a key point of contact between service leader and workstream resources • Help drive focus and ensure activities are being managed to plan and budget • Provide hands-on delivery support within specific projects as required • Assist with external collaboration with customers, consultants and other stakeholders, if required • Any other duty that may be assigned. |
Skills and Competencies • Good understanding of project management methodologies, such as Agile, Scrum, and Waterfall • Excellent leadership qualities, including the ability to inspire and motivate others at all levels of the organization. • The ability to set a clear and inspiring vision for the organization’s future, along with a strategic plan to achieve it • Strong strategic thinking and a track record of successful long-term planning and execution • Ability to create and manage project plans, define project scope, and identify project risks and mitigation strategies • Excellent leadership and conflict-resolution skills • Strategic thinking with the ability to align programme goals with broader organizational goals • Good understanding of financial and budget management principles, including reporting • Excellent at data analysis and critical thinking • The ability to engage with the media and represent the organization to local and international publics • Unwavering commitment to ethical conduct and integrity in al their dealings • Highly adaptable and resilient to be able to deal with scope changes and setbacks • Strong decision-making abilities, even under high-pressure situations |
Education and/or Experience: The Applicant must have the following skills: • A degree in Technology, Business Administration, Management, Finance, Accounting, Law, Engineering, Computer Science, Information Technology, Project Management or related field • At least 4 years in institutional leadership |
